A storage facility lives on its entrance: one gate, visible from the road, that a moving truck and a motorhome can both turn into. On a state highway that entrance needs a TxDOT access driveway permit before any work in the right of way starts.

To build or change a driveway onto a state highway, the applicant contacts the local TxDOT district and submits Form 1058, and no work in the right of way may start until the permit is fully executed and TxDOT has 24 hours' notice.

How do you get a driveway onto a state highway?

Through the TxDOT district office. The property owner or an authorized representative submits Form 1058, Permit to Construct Access Driveway Facilities on Highway Right of Way, and nothing is built in the right of way until the permit is executed and TxDOT has 24 hours' notice. On a state highway inside a city or an eligible county, permitting may have been transferred to that local government, so ask the city first.

On a county road, the counties read for this site list their own driveway permit: Kendall County, Kerr County for county-maintained roads, and Williamson County where a driveway is built. Which TxDOT district handles each region?

Two districts cover all 14 counties. The San Antonio District covers Bexar, Comal, Guadalupe, Medina and Atascosa in the San Antonio region, and Bandera, Kendall and Kerr in the Hill Country. The Austin District covers Travis, Williamson and Hays, and Blanco, Burnet and Gillespie in the Hill Country.

What TxDOT says about a commercial driveway's design

TxDOT's manual says commercial driveway width and turning radius depend on the traffic and the location and follow Appendix C of its Roadway Design Manual. The parts of the driveway in the right of way have to stay inside the owner's frontage, and existing ditch drainage may not be altered or blocked. For a site expecting motorhomes and boat trailers, that frontage width can limit where the gate goes.

How access sets the rest of the storage site plan

Once the entrance is fixed, the layout follows it. The office and the gate go at the entrance, with enough stacking room inside the property line that a truck waiting at the keypad does not block the road. The drive aisles run from the gate, and their width is set by the largest vehicle the facility will take: a site that will store motorhomes and boats on trailers needs wider aisles and longer spaces than one built for moving vans.

Cities add their own layout rules. Some of the codes read for this site limit whether unit doors may face a street, require a masonry wall along it, or require a fire lane through the site. Those are on the zoning guide city by city.
